NBA commissioner Adam Silver believes the league’s second tax apron is accomplishing exactly what it was designed to do, despite recent criticism from the National Basketball Players Association.

Earlier, NBPA executive director David Kelly and union president Fred VanVleet said the players’ union hopes to revisit the current second apron rules, arguing that the system has become too restrictive.

Silver, however, defended the league’s financial framework while speaking to reporters on Tuesday.

“The purpose of the system is ultimately to create competition throughout the league,” the commissioner said.

“One of the things we were hoping to accomplish in this latest collective bargaining agreement was to dispel this notion that only certain markets were in a position to truly compete.”

The commissioner added that he believes the current system is working “incredibly well,” emphasizing that its primary objective is to improve competitive balance across the NBA.
