Partizan to get A license?

That is a weird rule in my opinion. Firstly, how can Euroleague tell the clubs in what venue they have to play their homes game in other competitions? And secondly, what is the gain for Euroleague if the A license holders play in empty 10K arena?

I think that from 2011/12 season all Euroleague clubs must play in 10k arenas.Irrelevant for other competitions where should play.
