According to sportevai.it Panathinaikos wants Jaaber. I don't believe it is true though. Panathinaikos will look to close all pending deals of the players currently in the team and then look for players from outside.

Spanoulis has now 3 times turned down their offer because it is not enough money. So yes, they are looking at other guards.
Since I will be called a liar and accused of making up "fantasies" here is the proof that Spanoulis and his manager are not happy with what Panathinaikos is offering:

Basically, what it comes down to is that Panathinaikos is offering Spanoulis 3 million a year and for that salary they feel he and his manager are not acting as they should and are somehow disrespecting the team.
Spanoulis is still not sure he wants to sign for that amount and negotiations are still ongoing.
(This is the back story) The articles don't say this, but the real problem is simply that Real Madrid and Olympiacos are offering a lot more money than Panathinaikos is. Real is offering 3.2 a year and Olympiacos 4.5 a year. And that is what is causing this problem.
The opinion of PAO is that he should just accept their offer and stay with them and not talk to any other clubs. They feel he should act as Diamantidis and Alvertis and commit to being a PAO player for life.
Spanoulis and his agent are more interested in what the club will pay him. So PAO is upset at this.
This does not mean Spanoulis will not re-sign with PAO. We might even seen that he did very soon. But what it does mean is that indeed PAO is already considering other guards that they might want to sign. The reason Spanoulis and his manager are upset is that PAO initially offered him 1.7 a season and wants him to be second in pay to Diamantidis and that Diamantidis would play point guard and continue to be the franchise player of the team.
Real Madrid and Olympiacos offer twice that or more and will allow him to be the franchise player and to play point guard. So from Spanoulis and his manager's side they felt that was an insult as they both feel Spanoulis is the leader of PAO and that he should be paid equal to what other teams offer him. Diamantidis signed for 2 million euros a year, but no other team was willing to pay him that much, and not double or more than double that amount. So to Spanoulis and his manager they feel insulted that they are being told Spanoulis should just accept the offer without any questions like Diamantidis did. Because Diamantidis was offered more than any other club would pay, and not less like Spanoulis is being offered.
I would think Spanoulis would still be in PAO next year, but he's not going to necessarily take a lower amount of pay than he can get in other teams as PAO is asking him. So you never know.

I am requesting that the mods here do not allow Black Urum to make any nasty comments or threats about this post I have made and to leave me alone. This is NOT a Panathinaikos fan forum and it should not be censored to only things certain PAO fans want to be said. It is starting to get really unprofessional in the forum lately.

Spanoulis told PAO he wants at least what Papaloukas makes (3.5 a year). PAO said no. Spanoulis replied with "we will see this summer".
They point out when he was in his last year with Maroussi's contract he was asked if he would like to go to Olympiacos or PAO and he answered with "who pays me more"?

In case you wonder, PAO back then gave him 400K a year and Olympiacos offered 250K a year. Also, when he left PAO the Rockets offered more than PAO was paying. When he left the Rockets, PAO gave him more than the Rockets were paying. So yes, Spanoulis is interested in earning a big pay check. When he returned to the NBA from PAO he took less money to sign with them than what several teams offered (Olympiacos, Dynamo, CSKA, Barca, Real) so he is not that keen on doing that again.
