Panellinios is filing with Euroleague to have a place in case a team drops their place. This is of course likely. Even then if that does not happen Panellinios might still get invited as ULEB is considering giving the 4th Greek team a spot, but has not yet decided.
I would assume this means Panellinios will have a place in the qualifiers, because not all of the teams being invited so far said they would be able to play due to arena and budget issues.

I don't understand why in-the-game claims Khimki has to go to the qualifiers? I thought the 2nd placed Russian team goes directly to the regular season?
Also, the 3rd placed Italian team is supposed to go directly to the regular season and they have Caserta in the QR also. Unless ULEB changed the rules again?

I believe that is the place that ULEB and Panellinios were filing the papers on. Last year Azovmash also declined their spot didn't they? They were having financial issues so maybe this year they will accept it.
I'm not sure about Maroussi. How do the rules work for a club that has no owner?

Owners don't matter. Maroussi will play in EL qualifying round. They have announced it.

I have a question regarding Azovmash Mariupol, the champion team of Ukraine:
I read [url="http://www.talkbasket.net/news/azovmash-banned-from-international-club-tournaments-3040.html"]here[/url] that they are banned from international club tournaments. Doesn't this apply to competitions like Euroleague or EuroCup?

No Groningen and Buducnost (personally I think they should be banned from EL forever)...
Instead we got new candidates: UNICS Kazan, Frankfurt Skyliners, Aris (????), Besiktas and Galatasaray (!!!), Galil Gilboa, ASVEL (!!!), Novo Mesto (???)...
Still I haven't seen it anywhere else... so we must wait for confirmation.

As I said it was a bulklshit article by Maccabi's website.
Maroussi's GM called Maccabi and told them to remove this article and Euroleague sources said "Maccabi doesn;t decide who plays in Euroleague, we do."
