Corruption is a huge problem. Especially if it lasts for a long time. Everyone gets used to that and the system sucks in new people. I don't think it's possible that the government will change its policy overnight and get rid of the corruption. All the help coming from outside the country only solves a temporary problems. Moreover, only a part of the financial help reaches its final destination. The rest stays in the pockets of "the right" people.
If there is no help from the outside then the Greek politicians can use this fact to justify themselves in front of the people. They can easily blame other countries for not helping them.
There must be some major changes. Maybe the younger generation is not so corrupt? The whole government must be replaced with new people.
Unless there is a huge pressure to make changes nothing will happen.
