I'm no expert and what I write is how I understood it from articles (about both Casspi and Halperin that didn't come for the same reason)
If an Israeli comes back after less then 3 years working abroad, he will have to pay the tax difference he earned thanks to him living abroad (for example if X makes 1 million in a year in USA and the tax there is 10% and the taxes in Israel are 20% he will come to Israel with 900k but will have to pay 100k of what he made, the extra 10% that he 'earned' because he worked abroad) so basically Israelis that work abroad for less then 3 years will have to pay the extra taxes as if they were working in Israel.
