I disagree with your first point. Some of the things governments do not want people to know. U.S.A. for example would not like information on infrastructure vulnerabilities. U.S.A. does not benefit from its Arab Allies being exposed to other Arab countries. For instance the possibility of counties like Iran may have people in the current administration that would like the U.S.A. to help over throw their governments.
